       President Li believes that the top priority of Chinas animal husbandry industry in the next step should be to ensure the three guarantees, namely supply and ecology. Among them, the pressure to protect the ecology will become increasingly greater, and more practical innovations will be needed. To solve the problem of livestock and poultry manure pollution, the key is for the government, enterprises, and farmers to form a joint effort.

       Firstly, it is necessary to fully mobilize the enthusiasm of enterprises. Guide and encourage enterprises to develop and promote safe, high-yield, and environmentally friendly feed products, research and promote water-saving and emission reduction technologies at the source, increase the development and popularization of technologies and equipment such as organic fertilizers, water fertilizer integration, and high-value utilization of biogas, integrate replicable, promotable, soil friendly, and grounded models, and comprehensively improve the technical level of resource utilization of livestock and poultry breeding waste. Some of the existing large-scale breeding farms need to be renovated and upgraded to meet environmental protection requirements as soon as possible. New farms should be designed and constructed strictly in accordance with relevant technical standards, and the scale of breeding should be reasonably controlled based on the ability to absorb manure, in order to establish a new type of breeding relationship.

       Secondly, for the government, it bears overall responsibility for environmental protection, plans and layouts, scientifically delineates prohibited, restricted, and suitable breeding areas, and includes biogas projects, organic fertilizer plants, and centralized treatment construction land that mainly use livestock and poultry breeding waste as raw materials in the overall land use plan. It clarifies that the electricity consumption of manure treatment facilities in breeding farms shall be subject to agricultural electricity prices. Establish a performance evaluation and assessment system for the resource utilization of livestock and poultry breeding waste, and incorporate it into the performance evaluation and assessment system of local governments. Governments at all levels should give equal importance to the treatment of livestock and poultry manure as well as the treatment of urban sewage and garbage, and research and formulate a series of policy measures. We need to support enterprises in establishing centralized fecal treatment centers, carrying out specialized centralized treatment, constructing large and medium-sized biogas projects, implementing grid connected electricity prices and guarantee purchase policies for biogas power generation.        Furthermore, it is necessary to fully mobilize the enthusiasm of farmers to apply livestock and poultry manure. Systematically research and formulate policy measures to mobilize farmers enthusiasm for using livestock and poultry manure, including machinery and equipment for transportation, deep application, spraying of sludge, slurry, and organic fertilizer in the agricultural machinery subsidy catalog, and providing incentive subsidies to farmers who apply livestock and poultry manure. But fundamentally solving the problem of environmental pollution in aquaculture still relies on field crops, and we need to urgently study subsidy policies for the use of organic fertilizers in grain field crops. At the same time, it is necessary to improve the certification standards for organic and green food, increase brand promotion efforts, achieve high-quality and cost-effective green products, and enable farmers to obtain greater profits through the production of organic products using livestock and poultry manure. Li Xirong also stated that in order to continuously mobilize the enthusiasm of enterprises, governments, and farmers, consolidating the institutional foundation is the key. On the basis of strictly implementing relevant regulations, guidelines for environmental compliance in large-scale livestock and poultry farms will be formulated, and methods for calculating the carrying capacity of livestock and poultry breeding land will be developed. As soon as possible, refine and quantify the content of protecting the quality of arable land, and include it as a guiding and mandatory indicator in relevant regulations.
